The main objective of the BISP program is to provide assistance to needy people and to strive for their future success. Because the government of Pakistan wants the development of every Pakistani citizen and many poor people in Pakistan do not meet their needs. Many disabled and orphaned people depend on others to meet their needs.

The lowest-income earners have only 0.45 percent of their children in higher education, well below the national average of 10 percent. The Benazir Undergraduate Scholarship is meant to eliminate this source of unequal access.
